Lansing mayor promotes treasurer to chief strategy officer

Judy Kehler to replace Shelbi Frayer

TUESDAY, July 7 — In a continued mayoral reshuffling of top city administrators, Lansing City Treasurer Judy Kehler has been promoted to be the city’s newest chief strategy officer following the resignation of Shelbi Frayer, who quit after less than a year after she was hired by the city.

Schor announced the promotion today in a press release, noting Kehler will continue to look at short-term expenditures and long-term debts, as well as review and evaluate other processes within the city to make recommendations for various financial improvements as necessary.

She moves into the position on Tuesday, pending City Council approval, officials said. A city spokeswoman said Kehler will be paid $134,000 annually, a $30,000 increase from her current $104,000 salary. 

Kehler — the city's first female and African American treasurer and income tax administrator under Mayor David Hollister’s administration — will be replaced by the deputy treasurer, Cheryl Fox, during a search for  permanent replacement.

“I was born and raised in Lansing,” Kehler said in a press release that was sent out this morning. “I feel extremely blessed to have this opportunity to continue to serve the great people of Lansing. I look forward to working with our community to move Lansing forward.”

Kehler previously worked as a senior management consultant at KPMG Peat Marwick, as well as serving as the finance director for the Michigan Department of Health and Human Services’ Environmental Health Department. She came back to work for the city of Lansing last April.

“Judy Kehler has done an excellent job as our city treasurer and income tax administrator, ensuring that we are collecting the necessary income and property taxes for the city,” Schor added in today’s press release. “As chief strategy officer, Judy will continue to use her experience and expertise to find efficiencies in legacy costs and other financial areas of the city.”

Amid ongoing social unrest tied to racial justice, Kehler is the second African American city official to climb ranks in Schor’s administration in recent weeks. Chief Administrative Officer Nik Tate was promoted to the newly created role of deputy mayor for operations in June.
