“A blanket release of all information subjects the city to legal action or could subject us to an unfair labor practice,” explained Mayor Andy Schor. “I will not put the city in a questionable legal position through a broad release of employee personnel information that violates our policies and their rights of our city employees.”

Why do I get the feeling that if you're requested a single officer's record of complaints they'd just come up with another privacy excuse to deny you? This statement by the mayor seems beyond disingenuous.

That said, I'm kind of surprised Michigan has one of the more liberal laws concerning this. But it kind of shows you it doesn't matter how liberal it is if it ultimately doesn't make the records publicly accessible.
